Candice Phillips, MSW
Candice holds a Masters of Social Work and serves as the Director of Operations of Hughes BMHS. She also serves as one of the agency's Qualified Professionals. Candice's experience includes work as a one-on-one professional, DD/CAP case manager, and community based Qualified Professional. She has over 10 years of experience working with individuals with intellectual and developmental disabilities.

Edward Hughes, MA

Eddy is an employee of Hughes and provides specialized consultative services under the Innovation Waiver as well as additional psychological services to the I/DD population. He has a Master’s degree in clinical psychology and practices as a NC licensed Psychological Associate. He has provided services and supports to children and adults with intellectual disabilities in North Carolina for over 20 years. He is a nationally recognized expert in providing supports to individuals with mental health, behavioral, and autistic spectrum disorders. Eddy has served as an expert consultant to Federal Court Monitors and State agencies regarding the provision of behavioral and habilitative supports to individuals with intellectual and developmental disabilities. He is the author of three books related to the provision of behavioral and mental health supports and has presented on these topics at professional conferences throughout the country.

Cindy Bivins, BS
Cindy holds a Bachelor’s degree and serves as a Qualified Professional for Hughes BMHS. Cindy’s experience includes work as a one-on-one professional, as a program coordinator/QP for a day program, and as a DD/CAP case manager. She has 15 years of experience working with individuals with intellectual and developmental disabilities.

Lanie Craven
Lanie has over 23 years of experience working with individuals with intellectual and developmental disabilities. He has extensive administrative experience, including personnel supervision, program development and budgeting, and quality assurance implementation. He has also worked in a direct service capacity, as an AFL provider, and as the Executive and Operations Director of several provider agencies.

Tammy Harrell, BS
Tammy holds a Bachelor’s Degree and serves as a Qualified Professional for Hughes BMHS. Tammy’s experience includes work as a One on One Professional, DD/Cap Case Manager, DD/Cap Utilization Local Approver, and Community Based Qualified Professional. Tammy has over 25 years of experience working with individuals with intellectual and developmental disabilities.

Heather Mattison, BA
Heather holds a Bachelor’s degree and serves as a Qualified Professional for Hughes BMHS. Heather’s experience includes work as a one-on-one professional, group home QP, DD/CAP case manager, and day treatment counselor. She has over 5 years of experience working with individuals with intellectual and developmental disabilities.

Shawn Wingo, BA 
Shawn holds a Bachelor’s degree in Psychology and serves as one of the agencies Qualified Professionals. Shawn’s experience includes work as an Exceptional children’s teacher, a one on one professional, mental health tech that worked with individuals with intellectual, developmental and behavioral disabilities.  Shawn is a certified NCI & CPR First Aid Trainer that has facilitated annual Red Cross and North Carolina intervention Trainings for more than thirteen years.
